Elaine Webb-Alvarez has won the 1993 Medal of Honor for a non-Lawyer for her outstanding contributions to the administration of justice in Florida through effective advocacy on behalf of Florida’s children.
In just over a decade, Elaine Webb-Alvarez has amassed a lifetime of achievement in serving the needs of children at risk. With unbounded energy, she has given generously of her time, talent, leadership skills and wisdom to countless organizations and efforts to assist children.
Mindful, however, that ad hoc and disparate children’s programs often fall short of the need in today’s complex society, she successfully obtained passage of legislation enabling Florida counties to establish children’s services councils to fund and provide high-quality, coordinated local services for children.
She then gave life to that legislation through approval by Palm Beach County voters of their children’s services council, and proved false the conventional political wisdom that voters, especially those on fixed incomes, are unwilling to contribute to a society in which children can truly thrive.
It is will deep gratitude and renewed hope for the future of our children that we honor her with this award.
